OTTAWA, July 30, 2009 - The Honourable Rob Nicholson, P.C., Q.C., M.P. for Niagara Falls, Minister of Justice and Attorney General of Canada, today announced the following appointments:
The Honourable Scott K. Campbell, a partner with Gibson, Linton, Toth, Campbell & Bennett, in Tillsonburg, Ontario, is appointed a Judge of the Superior Court of Justice in and for the Province of Ontario to replace Mr. Justice R.J. Haines, in Windsor, who elected to become a supernumerary judge as of January 16, 2009.
Mr. Justice Campbell received a Bachelor of Arts from Sir Wilfred Laurier University in 1973 and a Bachelor of Laws from the University of Western Ontario in 1976. He was called to the Ontario Bar in 1978. Mr. Justice Campbell became a partner with Gibson, Linton, Toth, Campbell & Bennett in 1980, Assistant Deputy Crown Attorney in 1987 and Deputy Judge of Small Claims Court in 1988. He was also standing agent for the Minister of Justice of Canada since 1994. His main areas of practice included civil litigation, criminal law, real estate, corporate commercial law, estate planning and administration.
Mr. Justice Campbell was a member of the Canadian Bar Association and Past President of the Oxford Law Association. He was a member of various boards and organizations, including the Tillsonburg District Real Estate Board, District Memorial Hospital, Non-Profit Housing Corporation, District Association for Community Living, Oxford County Housing Authority as well as Tillsonburg Junior and Minor Hockey Inc. Mr. Justice Campbell was born in Toronto, Ontario.
The Honourable Martin S. James, a lawyer with Desmarais Keenan LLP, in Sudbury, Ontario, is appointed Judge of the Superior Court of Justice in and for the Province of Ontario to replace Mr. Justice W.J.L. Brennan, in Pembroke, who elected to become a supernumerary judge as of March 1, 2009.
Mr. Justice James received a Bachelor of Arts from York University in 1976 and a Bachelor of Laws from the University of Ottawa in 1979. He was called to the Ontario Bar in 1981. Mr. Justice James was a lawyer with Desmarais Keenan LLP from 1981 to 2009. He developed an expertise in civil and commercial litigation, business law, construction law, municipal law and insolvency.
Mr. Justice James was a member of the Advocates Society, Ontario Bar Association, Sudbury District Law Association, Social Planning Council of Sudbury and a volunteer for Out of the Cold Program from 2004 to 2006. Mr. Justice James was born in New Liskeard, Ontario.
The Honourable Wendy L. MacPherson, a partner with Martin Sheppard Fraser LLP, in Niagara Falls, Ontario, is appointed a Judge of the Superior Court of Justice in and for the Province of Ontario to replace Mr. Justice R.D. Reilly, in Kitchener, who elected to become a supernumerary judge as of July 1, 2009.
Madam Justice MacPherson became a partner with Martin Sheppard Fraser LLP in 1989 and prior to that an Associate and Articling Student in 1983. She was a Panel Member with the Office of the Children's Lawyer from 1995 to the present. Her main practice area is in family law.
Madam Justice MacPherson is a member of the Canadian Bar Association (Family Section), Niagara Falls Bar Association, Welland County Law Association and Niagara Collaborative Family Law Group. She was also a member of various boards and organizations, including the Niagara Child and Youth Services, Greater Niagara Big Sisters and a volunteer with Out of the Cold (1998-2001) and Community Care & Projet Share (2000 to present). Madam Justice MacPherson was born in St. Catharines, Ontario.
These appointments are effective immediately.
The Honourable Madam Justice Helen Pierce, a judge of the Superior Court of Justice in and for the Province of Ontario, is hereby appointed Regional Senior Judge, Northwest Region (Thunder Bay) of the Superior Court of Justice in and for the Province of Ontario in Thunder Bay to replace Mr. Justice J.F. McCartney, who retired from that position effective July 31, 2009.
Madam Justice Pierce was first appointed to the Superior Court of Justice at Thunder Bay, Ontario, in 2001. She obtained a Bachelor of Social Work from the University of Western Ontario in 1975 and a Bachelor of Laws from Queen's University in 1980. She was called to the Ontario Bar in 1982. Prior to her appointment, she worked with Wishart, Noble, Barristers & Solicitors, in Sault Ste. Marie (1980-1985), then as an Associate with N. Douglas Gaetz, Barrister and Solicitor (1985-1990) and sole practitioner in Sault Ste. Marie from 1985 to 2000.
Madam Justice Pierce is and continues to be involved in various community activities, including the Algoma District Children's Aid Society, United Way, and the Algoma District Law Association. She is currently active with the Ontario and Canadian Superior Court Judges' Association, Thunder Bay Law Association, Osgoode Society, Advocates Society and Canadian Institute for the Administration of Justice.
Madam Justice Pierce is a member of the Lake Superior Scottish Regiment, Thunder Bay, and in 2008 was appointment its Honorary Colonel.
This appointment is effective as of August 1, 2009.
