Quebec Judicial Appointments Announced

OTTAWA, November 2, 2012 - The Honourable Rob Nicholson, P.C., Q.C., M.P. for Niagara Falls, Minister of Justice and Attorney General of Canada, today announced the following appointments:

The Honourable Jacques Levesque, a judge of the Quebec Superior Court, is appointed a judge of the Court of Appeal of Quebec, to replace Mr. Justice F. Pelletier (Québec), who elected supernumerary status as of October 2, 2012.

Mr. Justice Levesque received a Bachelor of Arts from Collège de Ste-Anne-de-la-Pocatière in 1970 and a Bachelor of Law from Université Laval in 1974. He was admitted to the Barreau du Québec in 1975.

Mr. Justice Levesque was appointed to the Quebec Superior Court, district of Trois-Rivières, in 1993 and for the district of Québec in 1999. Prior to his appointment, he was a partner with Lajoie, Levesque, Beaudoin, Héon, where his main areas of practice were criminal, commercial, civil and family law.

The Honourable Dominique Bélanger, a judge of the Quebec Superior Court, is appointed a judge of the Court of Appeal of Quebec, to replace Mr. Justice Rochette (Québec), who elected supernumerary status as of October 24, 2012.

Madam Justice Bélanger received a Bachelor of Laws from Université Laval in 1979 and was called to the Barreau du Québec in 1980. She was appointed to the Quebec Superior Court, district of Québec, in 2005.

Prior to her appointment, she was an administrative judge with the Quebec Administrative Tribunal. She practised with Pâquet Bélanger from 1991 to 1998 and with Lafleur Brown DeGrandpré Kronström from 1989 to 1991. She was a sole practitioner from 1987 to 1989, a lawyer with Boutin, Roy et Associés from 1986 to 1987, with Stikeman Elliott in Montréal from 1982 to 1986 and with Chicoine et Bélanger in Varennes from 1980 to 1982. Her main areas of practice were civil, commercial and municipal law.

The Honourable Daniel Beaulieu, a lawyer with Roy Beaulieu Boudreau Bélanger in Rimouski, is appointed a judge of the Quebec Superior Court (Rimouski), to replace Mr. Justice C.H. Gendreau, who elected supernumerary status as of October 7, 2012.

Mr. Justice Beaulieu received a Bachelor of Laws from Université de Sherbrooke in 1982 and was admitted to the Barreau du Québec in 1983.

Mr. Justice Beaulieu has been an associate with Roy Beaulieu Boudreau Bélanger since 1989 and was a lawyer with Gendreau Roy Beaulieu from 1983 to 1989. His main areas of practice were civil, construction, municipal and insurance law.

Mr. Justice Beaulieu was an administrator for the Association provinciale des constructeurs d'habitations du Québec (APCHQ) and an instructor at Rimouski College in construction law. He has been a frequent speaker on construction matters and involved in many community organizations.

The Honourable J. Marc Paradis, a lawyer with Norton Rose in Québec, is appointed a judge of the Quebec Superior Court (Québec), to replace Mr. Justice J. Levesque, who was appointed to the Court of Appeal of Quebec on November 1, 2012.

Mr. Justice Paradis received a Bachelor of Laws from Université Laval in 1983 and was admitted to the Barreau du Québec in 1984. He was a senior partner with Norton Rose (formerly Ogilvy Renault) and has been with the firm since 1992. He was a lawyer with Stein Monast Pratte Marseille from 1984 to 1992. His main practice areas were civil, commercial, insurance and construction law.

Mr. Justice Paradis was a professor at Université Laval Faculty of Law from 1990 to 1996. He has appeared before all the courts of Quebec, as well as the Supreme Court of Canada. He is a frequent speaker and co-author.

The Honourable Jacques G. Bouchard, a lawyer with Bouchard Pagé Tremblay in Québec, is appointed a judge of the Quebec Superior Court (Québec), to replace Madam Justice D. Bélanger, who was appointed to the Court of Appeal of Quebec on November 1, 2012.

Mr. Justice Bouchard received a Bachelor of Laws from Université Laval in 1984 and was admitted to the Barreau du Québec in 1987. He has been an associate with Bouchard Pagé Tremblay since 1987. His main areas of practice were civil, commercial, insurance, labour and municipal law.

Mr. Justice Bouchard has been an instructor for the Bar Admission Course since 2010. He has been a member of the Board of Directors of the Centre d'accès à l'information juridique since 2006 and president since 2010. He has also been an inspector for the Service de l'inspection professionnelle du Barreau du Québec since 2000. He has been a member of numerous committees and held various positions with the Barreau du Québec, including Bâtonnier from 2005 to 2006.

The Honourable Sandra Bouchard, a sole practitioner in St-Félicien, is appointed a judge of the Quebec Superior Court (Alma), to replace Mr. Justice G. Duchesne, who elected supernumerary status as of June 7, 2012.

Madam Justice Bouchard received a Bachelor of Laws from Université Laval in 1990 and was admitted to the Barreau du Québec in 1991. She has been a sole practitioner since 1992 and was a lawyer with Boivin, Lussier, Hébert from 1991 to 1992. Her main areas of practice were family, insurance, civil litigation and commercial law.

Madam Justice Bouchard has been the Commissioner for the Quebec Parole Commission for Saguenay and Roberval since 2008. She has been on the Board of Directors of the CÉGEP de St-Félicien since 2006 and a board member of the St-Félicien Chamber of Commerce from 1995 to 2000, which includes three years as vice-president.

The Honourable Jacques Blanchard, a lawyer with Stein Monast in Québec, is appointed a judge of the Quebec Superior Court (Québec), to replace Mr. Justice G. Taschereau, who elected supernumerary status as of November 4, 2012. This appointment is effective November 4, 2012.

Mr. Justice Blanchard received a Bachelor of Arts from Université Laval in 1991 and a Bachelor of Laws from the University of Ottawa in 1995. He was admitted to the Barreau du Québec in 1997.

Mr. Justice Blanchard has been an associate with Stein Monast since October 2007. He was with Desjardins Ducharme (formerly Desjardins Ducharme Stein Monast) from 2001 to 2007. He also practised with Heenan Blaikie Aubut from 1998 to 2001. His main areas of practice were civil, commercial, construction, administrative law and bankruptcy and insolvency.

Mr. Justice Blanchard was a member of numerous community organizations.

Unless otherwise indicated, these appointments are effective immediately.
