* Paul Delnoy is a lecturer at the Faculty of Law, State University of Liège. In 1996, he developed a course in the methodology of the creation of written law; this course in legislative drafting is taught to law students and also legislative assistants in the various legislatures of Belgium. He is the author of close to 70 publications, mainly in the area of family and family property law, the methodology of the application of law, the drafting of notarial instruments and law making.

This text is an English translation of a text written in French for the International Cooperation Group of the Department of Justice of Canada. The original title is Le rôle des légistes dans la détermination du contenu des normes.
