The Implementation Fund fits into the context of a procedural regime created by a legislative text, more so than an official languages initiative. Management of the Implementation Fund must be directly tied to management of the negotiation and conclusion of agreements authorizing administration of the Contraventions Act across the country. In this vein, the intermediate and long-term outcomes of the Implementation Fund must necessarily be connected with the Contraventions Act.

The Department of Justice Canada should consider merging the Implementation Fund’s accountability process with that of the Contraventions Act, which would enable an integrated measure of the results achieved by both the Contraventions Act and the Implementation Fund.

The evaluation of the Contraventions Act completed in 2010 indicated that the implementation of the Act was necessarily linked to the Implementation Fund. An integrated evaluation of the implementation of the Act and of the Fund would provide a better global view of the achievements.

A new logic model, new performance measures and a new evaluation framework will be developed by January 31st, 2013, integrating the implementation of the Contraventions Act and the Implementation Fund.  Adoption of this approach will allow the Department to measure efficiently the integrated achievements of the implementation of the Act and of the Implementation Fund.
