NOTE: the individual doing the carrying (the carrier) must possess the necessary screening and have a need to know.

TRANSMITTAL: to send protected information from one person/place to another by a third party.

Transmit in Canada Within Restricted Access Area Single sealed envelope with no security markings and appropriately addressed, and transmitted by organization individual.
Transmit in Canada Outside Restricted Access Area Single sealed envelope with no security markings and appropriately addressed, and transmitted by organization individual, or reliable courier serviceFootnote 10 or similar postal service with record of transit and delivery.

NOTE: the bearer does not have to possess the necessary screening and a need to know.
