Evaluation Report Title: Evaluation of the Drug Treatment Court Funding Program (DTCFP)

Recommendation 1

Continue to enhance sharing of information and lessons learned among the DTCs.

Rationale for Recommendation: Evaluation findings indicate that, while the FPT Working Group is functioning effectively, results suggest that information sharing could be improved. Many DTCs would welcome more formal opportunities to connect with DTCFP-funded DTCs across the country to share best practices and lessons learned. Evaluation key informants suggested several options to enhance information sharing, for example: regular conferences, a regular newsletter, creating a repository of shared documents and resources, and/or community of practice or other forum for discussion. As jurisdictions and DTCs continue to explore expansion, this will remain relevant to stakeholders.

Management Response: Programs Branch, Policy Implementation Directorate (PID) agrees to evaluate and foster opportunities to improve the sharing of information between the Drug Treatment Court Funding Program and jurisdictions funded under the Program.

Drawing on existing mechanisms for dialogue (FPT WG), the PID will organize discussions with PTs to enhance sharing of information, best practices and lessons learned among the DTCs.

  1. Agendas, minutes and/or record of decisions for regular Quarterly conference calls. Agendas to be jointly decided with FPT members. (September 2022)
  2. Beyond FPT WG membership, broader virtual meetings will be help on specific topics for DTC workers and stakeholders (at least once annually). PID will seek input from the FPT WG on topics of interest. Summary of meetings will be maintained. (December 2023)

Recommendation 2

The Program, in collaboration with the FPT Working Group, should consider ways to support DTCs in any efforts to include groups who may be underrepresented or experience barriers to access.

Rationale for Recommendation: While the DTCFP is not responsible for DTC eligibility criteria, the profile of DTC participants and the perceptions of stakeholders suggests a need to monitor the reach of the program and address barriers to access that may exist. There are opportunities to support and learn from several DTCs that are undertaking efforts to address underrepresentation through raising awareness and increasing connections with community-based organizations and greater case-by-case consideration of context in applying the eligibility criteria.

Furthermore, as almost all jurisdictions are interested in DTC expansion, there is an opportunity to explore the use of experimentation when increasing the number of centres, or the capacity of existing DTCs. The evaluation found there to be an interest among stakeholders in exploring new streams for DTCs and/or avenues to reach potential participants who face access barriers.

The Drug Treatment Court Funding Program will continue to work with provinces and territories through the DTCFP FPT Working Group as well as other DOJ programs (i.e. Indigenous Courtwork, Indigenous Justice program) to identify opportunities to include groups that may be underrepresented or experience barriers to accessing DTCs.

  1. Including underrepresentation and access barriers as an ongoing item on FPT working group meetings (December 2022)
  2. Broader DTC meeting on the topic of addressing groups that may be underrepresented, including a summary of the dialogue at the meeting. (December 2023)
  3. Facilitation of communications and/or linkages between specific DTCs and other DOJ supported services in their relevant jurisdictions. (December 2023)
  4. New Funding Agreements with PTs will include GBA Plus data reporting requirements in order to monitor the reach of DTCs to marginalized populations. (April 2023)

Recommendation 3

Examine ways to enhance DTCIS reporting quality and strengthen the expectations in funding agreements for reporting by DTCs.

Rationale for Recommendation: The DTCIS provides some information to Justice about the DTCFP-funded DTCs, but the data have limitations due to inconsistent and incomplete data from all DTCs. In consultation with DTCs, identifying need to know data points and resolving capacity and technical issues experienced by the DTCs would result in greater confidence in the data. Given some outstanding questions about underrepresentation among DTC participants, improving tracking of program activity from referral to acceptance in the program would contribute to greater understanding of current application processes.

New Funding Agreements with PTs will include reporting obligations of funded DTCs. In consultation with PTs, PID will develop a new reporting template for DTCs.

  1. DTCFP Funding Agreements with PTs are scheduled for renewal for 2023-2024. Renewed (and any new) Agreements will include enhanced reporting provisions. (April 2023)
  2. New reporting template is developed, approved and distributed to PTs for use in upcoming funding cycle 2023-2028 (April 2023)
