Figure 1 above is a broken-line graph showing the number of adults charged with drug offences, by type of drug, in Quebec from 1977 to 1998. The X axis shows the year; the Y axis shows the number of adults charged, in increments of 1,000, from 0 to 6,000. There are four broken lines: one (pale blue) showing the number of charges involving cannabis; one (pink) showing the number of charges involving cocaine; one (dark blue) showing the number of charges involving heroin; and one (yellow) showing the number of charges involving other drugs.
The number of charges in connection with cannabis during the period studied ranges from 2,645 to 4,835. It remains at practically the same level from 1977 to 1982, before increasing until 1998, when it peaks during the period studied at 4,835.
The number of charges in connection with cocaine from 1977 to 1998 ranges from 112 to 3,835. The number increases until 1992, from 112 to 3,835. It then decreases slowly until 1998, remaining at approximately 2,000.
The number of charges in connection with heroin remains fairly low and stable from 1977 to 1998, ranging from 43 to 269.
The number of charges in connection with other drugs ranges from 263 to 1,164. It remains very stable from 1977 to 1998, with a slight upward trend.
