Graph 11.3.5.1 – Breach Rates in Winnipeg and Halifax

Graphic 11.3.5.1 presents breach rates (percentage) in Winnipeg (from 1993 to 1997) and Halifax (from 1997 to 2001). In Winnipeg, the proportion of breaches increased of 13.5% the first year before decreasing in 1995 of about 15%. It then increased again in 1996, but dropped in 1997. Overall, the percentage of breaches was almost the same in 1993 (around 7.5%) than in 1997 (around 7%). In Halifax, the rate remains more stable between 1998 and 2001, staying between approx. 10% and 13.5%. It decreased for the first 3 years and then increased slightly in 2001. Overall, the rate went from 13.5% in 1998 to about 12% in 2001.
