UN Declaration Act Action Plan Advisory Committee
In March 2025, the Minister of Justice and Attorney General of Canada established the United Nations Declaration on the Rights of Indigenous Peoples Act (UN Declaration Act) Action Plan Advisory Committee (APAC or Advisory Committee).
About the Advisory Committee
The Action Plan Advisory Committee is an Indigenous-led, independent body made up of 10 experts from diverse First Nations, Inuit, and Métis backgrounds and experiences, including Historic and Modern Treaty partners.
The Committee reflects distinct perspectives shaped by Indigenous cultures, languages, traditions, and experiences, including regional and gender diversity, as well as Indigenous people living in urban areas.
The Committee’s governance model promotes collaboration and consensus-based recommendations through a distinctions-based approach, which is needed to ensure that the unique rights, interests, and circumstances of First Nations, Inuit and Métis are acknowledged, affirmed, and implemented.
Advice from the Committee is intended to advance the Minister’s responsibilities to implement the Action Plan, which takes place in consultation and cooperation with Indigenous peoples.
The Action Plan Advisory Committee supports UN Declaration Action Plan Measure SP22, which calls for the creation of a committee to provide support and advice, upon request, related to the implementation of shared priorities included in the UN Declaration Act Action Plan.

Per the Committee’s terms of reference, the Committee will provide advice, upon request and proactively, to the Minister regarding implementation of Action Plan Shared Priority measures, including whole-of-government implementation.
