The number of adults charged remains between 34,995 and 55,879 throughout the period from 1979 to 2003.

There is a slight decrease from 1977 to 1978, and then a sharp upswing again in 1979; the number of adults charged peaks from 1977 to 2003. During the 1980s until 1987 there is a marked decrease. The overall figures then stabilize, with minor fluctuations until 1999. The projection suggests a slight decrease in future years until 2003.
