Supplementary Estimates (B), 2022-23 Overview
- The Department of Justice is seeking net additional resources of $47.14 million through Supplementary Estimates (B), for total proposed authorities to date of $996.94 million (excluding Vote-Netted Revenue Authorities) in 2022-23.
- This includes an increase of $47.66 million consisting of:
- $43.50 million in funding for immigration and refugee legal aid: to help address pressures identified by key provinces and to ensure that all provinces that provide immigration and refugee legal aid have the capacity to maintain historic service delivery levels throughout 2022-23 (announced in Budget 2022) (one-time top-up funding in 2022-23);
- $3.50 million in funding to support new and expand existing court-supervised addictions treatment programs provided by drug treatment courts across Canada, to contribute to reduced recidivism rates by supporting offenders in addressing their cycle of addiction and criminal behaviour with a particular focus on offenders from marginalized and vulnerable populations (horizontal item announced in Budget 2021) (top-up funding of $24.50 million and $7.00 million on an ongoing basis);
- $0.51 million in funding to advance the implementation and operationalization of Indigenous children and family services’ laws, to provide legal advice on issues related to interpretation and implementation of section 35 of the Constitution Act, 1982 (horizontal item announced in Budget 2022) (top-up funding of $1.6 million over 3 years); and
- $0.15 million funding to provide legal services and supports for racialized communities, to support the provision of culturally appropriate legal information and resources and to pilot legal advice services for racialized individuals across Canada (this adjustment would allow to maintain the commitment to invest $21.5 million over 5 years as announced in Budget 2021).
- The $0.52 million decrease from existing resources is related to transfers to other government departments to support various initiatives, such as a transfer to the Department of Foreign Affairs, Trade and Development to support departmental staff located at missions abroad, and to the Department of Crown-Indigenous Relations and Northern Affairs to support activities related to engagement with Indigenous Partners regarding the modernization of the Privacy Act.
Department of Justice and Portfolio Organizations’ Supplementary Estimates (B), 2022-23
- The Minister of Justice Portfolio is comprised of nine organizations as follows:
- Administrative Tribunals Support Service of Canada;
- Canadian Human Rights Commission;
- Courts Administration Service;
- Department of Justice;
- Law Commission of Canada;
- Office of the Commissioner for Federal Judicial Affairs;
- Office of the Director of Public Prosecutions;
- Offices of the Information and Privacy Commissioners of Canada; and
- Registrar of the Supreme Court of Canada.
- Supplementary Estimates (B), 2022-23 include a total of $63.3 million for the Justice Portfolio. The Department of Justice accounts for 74 percent of this amount, with most of the funding being in support of immigration and refugee legal aid. The other organizations requesting Supplementary Estimates include: the Office of the Director of Public Prosecutions, the Courts Administration Service, the Offices of the Information and Privacy Commissioners of Canada, the Registrar of the Supreme Court of Canada and the Canadian Human Rights Commission.
- 2022-23 Authorities (including these Supplementary Estimates) for the Justice Portfolio total $2.27 billion. The Department of Justice is the largest organization within the Portfolio, with 44 percent of the overall budget.
