Minister of Justice National Youth Justice Policing Award
National Youth Justice Policing Award Winner for 2017
Lieutenant Serge Boivin and Constable Robin Pouliot of the St-Jérôme Police Service

The recipients of the 2017 Minister of Justice National Youth Justice Policing Award are Lieutenant Serge Boivin and Constable Robin Pouliot of the St-Jérôme Police Service, for the creation of an innovative intervention project on “sexting” among youth called “Campagne sexton: reflète la bonne image de toi et pas obligé de tout partager”.
The goal of the project is to address self/peer exploitation commonly known as "sexting" through rehabilitative and restorative justice measures, youth justice conferences, and an awareness campaign on the dangers of “sexting”. A “Sexto” intervention kit for schools was also developed, and includes an incident risk evaluation grid that supports school officials in taking the appropriate measures when an incident occurs. All of this was done in partnership with the Canadian Centre for Child Protection, youth prosecutors in the Province of Québec and the Commission scolaire de la Rivière-du-Nord, l’Académie Lafontaine, the CAVAC des Laurentides and le service des communications de la Ville de Saint-Jérôme.
Since the launch of the awareness campaign in late 2016, over 10,000 students have learned of the legal, moral and physical risks associated with “sexting”. As part of the awareness campaign, a commercial on the dangers of “sexting” has appeared over a thousand times at the Saint-Jérôme cinema to increase awareness in the community at large. The project has also established a strong media presence, including features on the front page of three local newspapers, as well as TV and radio interviews, with the aim of encouraging child-parent discussions.
Lieutenant Serge Boivin joined the Service de police de Saint-Jérôme in 1987 as a patrol officer. In 2014, he was promoted to lieutenant in the crime prevention and community relations branch.
Constable Robin Pouliot has been with the Service de police de Saint-Jérôme since 1991, when he began as a patrol officer. In 2001 he began to work as a police educator with youth until his promotion in 2004 to his current role as community relations and crime prevention officer.
